Despite the wealth of experience that has been gained in public relations (PR), dependable information about its effectiveness is still lacking. A PR campaign may be brilliantly successful in generating publicity, but it may still fail in terms of achieving a change in a public’s attitude. Nor is it a question of being truthful. Truth and believability are not identical. An article or news release may be completely true, and still be unbelievable. And, conversely, it may be altogether believable and not truthful.
